Here at Council, we own and operate a childcare business, Kids’ Early Learning, with a portfolio of 31 childcare centres and over 40 family daycare educators.

Kids’ Early Learning has approximately 300 full-time, part-time and casual staff, and operates throughout the Blacktown local government area, serving over 2000 families and providing care and learning needs for their children.

Located along the Westlink M7, Blacktown International Sports Park (BISP) is the premier elite training and playing facility in Western Sydney. Blacktown City Council is seeking a motivated and experienced candidate to make a significant contribution to employment relations and the broader organisational culture. Working within Council’s People and Culture section, the successful candidate will be responsible for developing and implementing the ER strategy to build a positive ER environment for Council. The position will lead a small team of HR professionals in the area of employee relations in addition to providing advice and strategies that support management within the organisation on industrial relations matters.

• Assist Manager People and Culture to:
• Build a constructive employment relations environment across Council
• Develop the Employment Relations Strategy for Council
• Develop Council’s strategy for the ongoing development of the Enterprise Agreement and lead negotiations
• Resolve industrial disputes and matters as they arise
• Provide coaching and support to the General Manager, Directors, Senior Managers and People and Culture team on employment relation matters
• Develop organisational policy and procedures.

Qualifications and experience

Essential:

• Tertiary qualifications in Human Resources, Employee Relations, Employment Law or deemed equivalent
• Minimum 8 years experience in a similar role 
• Demonstrated experience in resolving industrial matters and disputes
• Demonstrated negotiation and influencing skills with prior experience in negotiating Enterprise Agreements 
• Demonstrated experience in policy development and implementation
• Demonstrated experience in leading and coaching a team 
• Demonstrated experience in coaching and mentoring senior managers on employment relation matters
• Current Class “C” driver’s licence.

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

• A competitive salary will be negotiated with the preferred candidate based on qualifications and experience
• Trainee rates apply for applicants under 19 years of age
• 35-hour working week 
• 38-hour working week
• 76-hour working fortnight
• Rostered Day Off (RDO) every fortnight

• Car allowance

An hourly rate applies at $XXX (Grade X, Level X) plus 25% casual loading and penalty rates apply for weekend shifts. The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.
